The site links to the detention page, the inmate roster, and the FOIA contact. It is the main hub for any search that starts with a name or a booking date.
Pulaski County Regional Detention Facility
The Pulaski County Regional Detention Facility opened in 1994. It is at 3201 West Roosevelt Road, Little Rock, Arkansas 72204. The facility is the largest county jail in Arkansas. The sheriff's office describes it this way: "The Pulaski County Regional Detention Facility is located at 3201 West Roosevelt Road, Little Rock, Arkansas 72204. The facility opened in 1994 and is the largest county detention facility in Arkansas, housing more than 1,200 detainees daily."
The PCRDF is the central booking location for every arrest in the county. That means every person taken into custody by the Little Rock PD, the North Little Rock PD, the Jacksonville PD, the Maumelle PD, the Sherwood PD, or the sheriff's own deputies ends up at the PCRDF. The facility's detention page has contact info, visitor rules, and links to inmate services.
Here is the detention page for the PCRDF at pcso.org/detention.
The detention page holds updates on policies, visitor hours, and the inmate search link. You can also find phone numbers for in take staff, the medical unit, and the classification office.
The sheriff's office describes the facility's role in the county's criminal justice system: "We hold a unique place in the criminal justice system here in Pulaski County." That role is tied to the fact that the PCRDF is the only central booking spot in the county. Every case that starts with a county arrest runs through this building.
Search Pulaski County 24 Hour Booking Online
The Pulaski County Sheriff's Office posts a live inmate roster online. The roster uses the ZuercherPortal system. You can find it at pulaski-so-ar.zuercherportal.com. The portal lets you search by last name, by first name, by booking number, by date of birth, or by booking date range.
Here is the ZuercherPortal inmate search page.
The portal runs 24 hours a day. It updates each time a new booking is logged at the PCRDF. That makes it one of the best tools for live 24 hour booking tracking in Arkansas.
Each record on the portal shows the full name, a booking photograph, the race and gender, the date of birth, the arrest date and time, the current charges, the bond amount and type, the arresting agency, and the housing unit location. So a single search gives you the full booking picture on one page. You do not need to call the jail to get the basic info.
The inmate roster is the fastest way to verify a 24 hour booking in Pulaski County. If the name is on the portal, the booking is confirmed. If the name is not on the portal but you are sure of the booking date, call the detention line at (501) 340-7001 to confirm. A booking that just came in may take a few minutes to appear.
24 Hour Booking Process in Pulaski County
The booking process in Pulaski County moves through a set of steps. First, the arresting officer brings the person to the PCRDF. Second, the in take staff logs the name, date of birth, and basic data. Third, the staff takes a mugshot and fingerprints. Fourth, the charge list and bond sheet are added. Fifth, the record goes live on the inmate roster.
Once the booking is logged, the Court Liaison Office at the PCRDF takes over the next step. The sheriff's office describes this office as "ultimately responsible for any and all communications between the PCRDF and over 30 District, Circuit, and Federal Courts. The office is charged with ensuring that anyone booked into this facility is seen within the time frame allowed by law." That means a first appearance before a judge gets scheduled within the time set by state rule, often within 48 to 72 hours.
Most people held at the PCRDF are pre trial detainees. They have been arrested but have not yet been tried or sentenced. Some are held on a hold from another agency. A federal hold, a state parole hold, or a warrant from another state all show up on the booking sheet. Each of these can affect bond and release.
Note: The PCRDF is the only central booking site in Pulaski County. All city arrests route through this building.
Little Rock Police Arrest Records
The Little Rock Police Department makes more arrests than any other agency in Pulaski County. LRPD arrest records are held by the Professional Standards Division's FOIA Unit. The office is at 700 W Markham Street, Little Rock, AR 72201. The phone is (501) 371-4601. The LRPD FOIA Unit is under the command of Lieutenant James Sloan.
Here is the LRPD FOIA request page.
The city site states: "Records are open to inspection and copying during the regular business hours of LRPD Headquarters - Monday to Friday, 8:00am - 4:00pm." You can find the full rules at the LRPD FOIA page.
LRPD FOIA rules require the requester be an Arkansas citizen. You must give enough detail for the unit to find the record. Prepayment may be required if costs exceed $25. The unit has three business days to respond under Ark. Code Ann. § 25-19-105. Copy fees top out at 25 cents per page under Ark. Code Ann. § 25-19-105(d).
An LRPD arrest report is not the same file as a PCRDF booking sheet. The arrest report has the officer's narrative, the location, the time of arrest, and the basis for the charges. The booking sheet has the in take data from the jail. For the full story on a case, you may need both files.
North Little Rock and Suburban Police
The North Little Rock Police Department is at 200 W Pershing Boulevard, North Little Rock, AR 72114. The phone is (501) 758-1234. The Jacksonville Police Department covers the city of Jacksonville in east Pulaski County. The chief is Brett Hibbs. The phone is (501) 982-3191. The address is 501 E Bay St, Jacksonville, AR. Jacksonville has a set of FOIA contact points for different record types. The City Attorney's Office handles general requests. Support Services, the Office of Professional Standards, and the Public Information Office each take certain requests. Most folks start with the City Attorney and get routed from there.

Each of these departments follows the same core rule. Ark. Code Ann. § 25-19-103 defines the booking and arrest records as public. Ark. Code Ann. § 25-19-105 sets the three business day response rule. Ark. Code Ann. § 25-19-105(d) caps copy fees at 25 cents per page. The Arkansas FOIA Handbook from the Attorney General covers every agency in the state.
Pulaski County Courts and Statewide Tools
Pulaski County cases run through CourtConnect. Once a charge is filed after a PCRDF booking, the docket shows up on Arkansas CourtConnect. You can search by name. The site shows the case style, the filing date, the charge code, the judge, and the next court date. CourtConnect does not show booking sheets or mugshots.
The CourtConnect search page is shown below.
Pulaski is one of the first counties to join CourtConnect. Nearly every felony and most misdemeanor cases from the PCRDF show up on the site. Click into a case to see the charges and next court date.
For real time custody alerts, VINELink is the tool. VINE sends free email or text alerts on a person's custody status. Pulaski County feeds data to VINE. That means most PCRDF bookings appear on VINE within a short time. VINE does not post mugshots. It shows only custody status and release data.
Request 24 Hour Booking Records in Pulaski County
Under the Arkansas FOIA, any Arkansas citizen can ask for a booking sheet, a mugshot, or a charge list from the Pulaski County Sheriff's Office or any city police force in the county. You do not need to use the word FOIA. You do not need to say why. You do need to be an Arkansas citizen. The Attorney General FOIA page has sample letters and a hotline at (501) 682-2007.
For the sheriff, send the request to the records unit at the PCRDF. Give the full name, the date of birth if known, and the booking date. Say which files you want: booking sheet, mugshot, charge list, or bond sheet. The sheriff has three business days to respond under Ark. Code Ann. § 25-19-105. Fees top out at 25 cents per page under Ark. Code Ann. § 25-19-105(d).
For Little Rock PD, send to the FOIA Unit at 700 W Markham Street. For other city forces, send to the records office at the department. If your request is denied, Ark. Code Ann. § 25-19-107 lets you sue in circuit court. The judge can rule in a few days. If you win, the court can make the agency pay your fees.
Some parts of the booking file stay closed. Juvenile records are closed under Ark. Code Ann. § 9-27-309. Medical notes, mental health screens, and social security numbers get redacted. Open investigation files can be held back while a case is live. The basic booking facts stay open even during an open case.
Related Agencies and Federal Searches
Statewide tools fill in the pieces of a case beyond the 24 hour booking. The Arkansas Department of Corrections inmate search covers state prison. A PCRDF booking is a county event. A person may move to state prison later if they are sentenced to a felony term.
The Arkansas Division of Community Correction has a parole and probation search. The Arkansas Sex Offender Registry lists people who must register. The Arkansas Crime Information Center runs a name based criminal history check for $22 per search. The Arkansas Counties Association directory links to each county sheriff site in the state.
Federal holds are common at the PCRDF. The U.S. Marshals Service contracts with county jails to hold federal detainees. Federal court records are kept separate from state court records. They can be found through PACER, the federal court's online search. A PCRDF booking with a federal hold may not show the full charge on the state roster.
Note: The PCRDF is the central booking site for the entire county. Every city arrest in Pulaski County ends up at this one jail.
