When a person is booked, jail staff log the basic facts. Name, date of birth, charge, and bond are entered in the jail system. That record is public under Ark. Code Ann. § 25-19-103. The state FOIA defines a public record as any writing, photo, or data kept by a public agency. A booking sheet is a public record. A mugshot is too.
