This page shows how to get 24 hour booking records in Mississippi County, who to call, and what state FOIA law says about access.
Mississippi County 24 Hour Booking Overview
Mississippi County Sheriff and Booking Info
The Mississippi County Sheriff's Office is the main custodian of 24 hour booking records in the county. The office is at 685 N County Road 599 in Osceola, AR 72370. The main phone is (870) 563-2565. The fax line is (870) 563-2567. Office hours run Monday through Friday, 8:00 AM to 4:30 PM. The jail itself runs around the clock. Record staff are at the office during business hours.
When a person is booked, the jail logs the basic facts. Name, date of birth, sex, race, height, weight, and address all go in. The charge is listed with the Arkansas Code cite. Bond type and amount are set. A mugshot is taken. All of that is a public record under Ark. Code Ann. § 25-19-103. You can ask for it by phone, by fax, or in person. The custodian has three business days to respond under Ark. Code Ann. § 25-19-105.
Mississippi County has two main cities with their own police forces. The Blytheville Police Department is the larger one. You can reach them at (870) 763-6666 for booking reports or arrest info. The Osceola Police Department is the other main city force, at (870) 563-5211. Both agencies make arrests in their city limits, and the bookings go to the county jail.

For statewide custody tracking, use VINELink. The tool sends free alerts when a person is booked, moved, or released. Most mid to large counties feed data to VINE. Mississippi County is on the system.
The lead-in photo below comes from the VINELink search screen for Arkansas.
VINELink does not show mugshots or bond amounts. It only shows custody status. For the full booking sheet, you still call the sheriff or file a records request.
The Arkansas CourtConnect tool has case data for charges that have been filed in court. Once a prosecutor files the case, it shows up the next business day. The site may not cover every Mississippi County case date range. When it does not, the Circuit Clerk in Osceola has the full file.
Request Mississippi County Booking Records
Arkansas FOIA is set out in Ark. Code Ann. § 25-19-101 and the sections that follow. It gives citizens the right to ask for any public record, including jail booking sheets. The Arkansas FOIA Handbook puts it plainly: a citizen can make a verbal or written request for access to public records. No reason needed. No magic word needed.
The rule in Ark. Code Ann. § 25-19-105 sets the three business day response time. The same rule caps copy fees at 25 cents per page. The custodian cannot charge for staff time. If the cost runs over $25, the sheriff may ask for the money up front.
In your request, list the full name of the person, the date of birth, and the booking date. Add a booking number if you have it. State the records you want: booking sheet, mugshot, charges, bond. Keep it simple. You can send it by email, fax, or mail.
The Blytheville and Osceola police departments also hold their own arrest reports. If you need the city report, ask the PD. If you need the booking sheet, ask the sheriff. Some items overlap.
If your request is denied or ignored, you can file under Ark. Code Ann. § 25-19-107 in circuit court. The Attorney General FOIA page has sample letters and a hotline at (501) 682-2007 if you need help.
What the Booking Sheet Shows
A Mississippi County 24 hour booking sheet holds the same core data as any Arkansas jail. You get the full name, date of birth, sex, race, height, weight, and address. The booking number and booking date go on the sheet. The arresting agency name shows up, whether the sheriff, the Blytheville PD, or the Osceola PD. The charge or charges are listed. Bond type and amount are set.
Charges in Arkansas cover a wide range. A misdemeanor charge goes in district court. A felony charge goes to circuit court. The booking sheet notes the level of the charge but not the final outcome. For the final case result, check the Circuit Clerk or CourtConnect.
Bond types include cash, surety, property, and own recognizance. A cash bond means the full amount has to be posted to the jail. A surety bond is one where a bondsman posts the bond for a fee. Property bond lets a person use real estate as security. Own recognizance is a release without any money posted. The judge sets the type at first appearance.
Some parts of the file are closed. Medical records, mental health notes, and social security numbers get redacted. Juvenile records are closed under Ark. Code Ann. § 9-27-309. The basic booking data on adults stays open.
Note: Mugshots are public records under Arkansas FOIA. The FOIA Handbook calls them public records open under the state law.
Blytheville, Osceola, and Local Police
Mississippi County has two main cities. Blytheville sits in the north. Osceola, the county seat, sits in the south. Both have their own police departments. The jail is in Osceola and holds bookings from both city agencies.
The Blytheville Police Department is the larger of the two. Blytheville is the largest city in the county by population. The PD main phone is (870) 763-6666. The department handles city arrests for traffic, drugs, assault, and other local charges. The bookings go to the county jail.
The Osceola Police Department is at (870) 563-5211. Osceola is the county seat and the administrative center of the county. The PD and the sheriff work closely, as both are in the same town.
The Arkansas State Police and federal agents also make arrests in the county. Bookings for those arrests also go to the Mississippi County Jail in Osceola unless the charge is federal and the person is held at a federal facility.

The Arkansas Division of Community Correction parolee search covers people on parole or probation. If a Mississippi County case ends with probation, the record may show up there.
For a directory of every sheriff in the state, visit the Arkansas Counties Association. From there you can find neighboring counties like Crittenden, Poinsett, and Craighead for cross county searches.
The Arkansas Sex Offender Registry lists people who must register under state law. It shows photos, addresses, and prior offenses. The registry does not post daily booking updates.
