Miller County 24 Hour Booking Overview
Miller County Sheriff and Booking Records
The Miller County Sheriff's Office is the main source for 24 hour booking records in the county. The office runs the jail and keeps the daily log of new inmates. You can reach the sheriff at 1002 E 8th Street in Texarkana, AR 71854. The main phone is (870) 774-3001. The fax line is (870) 774-3003. Office hours run Monday through Friday, 8:00 AM to 4:30 PM. The jail itself is staffed around the clock, but record requests are best made during office hours.
When a person is brought in, jail staff enter the name, date of birth, charge, and bond into the booking system. The entry becomes a public record once the booking is done. Under Ark. Code Ann. § 25-19-103, a public record is any data kept by a public agency. A booking sheet fits that rule. So does a mugshot. You can ask for either by phone, by fax, or in person at the jail.
The sheriff's office also keeps the inmate roster for people held for a federal hold, a parole hold, or a warrant from another state or county. Miller County sits right on the Texas border, so cross state holds come up more often here than in most other counties. A booking may be done in Arkansas even when the underlying charge was filed across the line.

Arkansas law gives citizens the right to ask for booking records. The rule is in the Arkansas Freedom of Information Act, Ark. Code Ann. § 25-19-101. You do not need to say the word FOIA. You do not need to give a reason. You just ask. The Arkansas FOIA Handbook, issued by the state Attorney General, puts it this way: a citizen can make a verbal or written request for any public record.
The custodian has three business days to respond. That is set by Ark. Code Ann. § 25-19-105. The custodian can charge up to 25 cents per page under the same rule. There is no fee for staff time. When you send a request, give the full name of the person booked, the date of birth if you know it, and the approximate booking date. A booking number helps. State the records you want: booking sheet, mugshot, charge list, or bond info. Keep the request short and clear. You can email, fax, or mail it to the sheriff's office.
If the sheriff does not respond in three business days, or says no without a clear rule, you can sue in circuit court under Ark. Code Ann. § 25-19-107. The judge can rule in a few days. If you win, the court can make the agency pay your fees. The Attorney General FOIA page has sample letters and a FOIA hotline at (501) 682-2007.
Note: Arkansas FOIA access belongs to state citizens. Out of state requests may be denied under Ark. Code Ann. § 25-19-105(a)(1)(A).
