The sheriff is the custodian of the booking file under Ark. Code Ann. § 25-19-105. Call the jail line direct for same day info. The records clerk can confirm a name, a charge, a bond amount, or a court date over the phone. For a certified copy or a full file, send a written FOIA request.

Tell the sheriff what you need. The full name of the person, the birth date, the date of the booking, and the type of record you want. The booking sheet is the most common ask. Mugshots are also public under the FOIA Handbook, which reads: "Mug shots are public records." The sheriff has three business days to get back to you under Ark. Code Ann. § 25-19-105.
Copy fees cap at 25 cents per page. Ark. Code Ann. § 25-19-105(d) sets the rule. The sheriff cannot charge for staff time to pull the file. If the total goes over $25, the sheriff may ask for money up front. If the sheriff denies the request, Ark. Code Ann. § 25-19-107 lets you sue in Hempstead County Circuit Court to force the release.

Hope Police and Other Agencies
Hope is the county seat and the main city in Hempstead County. The Hope Police Department makes most of the arrests inside the city limits. Those arrests are booked into the Hempstead County Jail.
